What kind of bag do you have?

The Berthoud bags do not have any metal, just cloth reinforced with a leather strip at the top rear. The decaleur bolts through that.

I also have a Kirtland Tour Pak handlebar bag. That one in addition to the leather strip at the top rear also has sheet metal inserts at the bottom of the bag and at the back. When I hacked that and installed a Berthoud decaleur on it I drill all the way through leather and sheet metal.
