Why not simply use Stan's or Orange Seal in tubes? I found that with pressures in the 50 to 60 psi range, my very, very delicate Parigi Roubaix got no flats at all; this after getting literally 20 flats in the first week after installation but before applying Stan's.
OTOH, my 55 mm actual Furious Freds, at about 20 to 25, were too low pressure to force the Stan's through punctures, and I did have to go tubeless for those, with remarkable success. But with sufficient pressure, at least fin the 30 mm Parigi Roubaix, Stan's works at least as well in tubes. And that's what tubular users do: apply sealant to the tubes.
