I just talked with Mark at Riv. and he said he's pretty sure there will be a second set of bottle mounts on the upper part of the "top" tube, high enough to no interfere with step through. Putting the bosses on the back of the seat tube could limit fender clearance in some sizes, so they nixed that idea.
