Looks like they have the front end set up like this: 1. Brake, then nut thingy, 2. the rack tab, then 3. the fender tab, then 4. the washer/spacer knurled thingy, all up against the fork crown, and then the brake bolt nut from the back.
So no need for a Sheldon nut for the fender tab. You can run the attachments safely all this way along the brake bolt.
