I had a first gen Bombadil, and while waiting for my 2.0 Quasi-Moto tires to arrive, I borrowed my friends 2.3 Neo-Motos and shoehorned them in. They cleared the frame all 'round but with some questionably tight gaps. If you slapped the truth out of a rim, there would be rubbing to pay. However, I did feel the Quasi was a perfect tire for the frame. Acceptable clearance, and still plenty beefy.
