I tried searching online, but couldn't come up with anything definitive on bicycling under the influence in Texas. I did read that you can be fined for public intoxication at least.
Where I went to college in Davis, CA, you can be fined for bicycling under the influence (BUI), and it might even go on your record. Definitely happened since almost everyone in Davis rides a bike, and a lot of students would ride bikes to and from parties. So I wouldn't surprised if there is something similar in other states.
