I won't ID the transit agency that I work for, but part of my job is to monitor 
on-board video of all rubber-tire revenue vehicles in a major NorCal city. We 
have video of suspects running into the street in front of a bus, causing it to 
stop abruptly, then removing bikes and riding away with them into the nearby 
projects. Another trick is run up behind and pull down the poles on a trolley 
bus, while a cohort grabs the bike(s) as the operator re-engages the poles. 
Common places for these thefts are on a down grade because the thief can shoot 
down the hill quickly and be gone regardless of the gear the bike was left in 
when racked. I absolutely recommend a U-lock through the rear wheel, but not to 
the rack That will most likely result in a bent wheel. Once they realize they 
can't ride it away, it most likely will get thrown down. (Also, if you are so 
inclined, be very careful about pursuing such a thief into the projects. These 
guys don't generally work
 alone.)
