Brian I have that Tektro crown stop (not on a bike at the moment). The recessed hole in the crown mount is 10mm in I.D.
I have a Haulin' Colin front rack on my Hillborne. It's smaller than yours, made for a friend custom, and I picked it up from him. On my Haulin' Colin front rack, that main center post that bolts to the crown is made from 11mm O.D. tubing. So, those two products would not play together well on the same bike. It would be hard to wow out that 10mm hole to 11mm, and it would be hard to turn down that 11mm tubing to 10mm. I do have a Nitto Mini Front playing together with an earlier rev of the Tektro crown stop, but even that needed a little modification.
