I would suggest the 20" for you. I used to have a 20" SKM with dirt
drop bars, for reference:

I had to use a short stem and a bunch of spacers to get the drop bar
where I needed it. The 18" might have worked better for me for
standover clearance mountain biking, but the 20" was fine.
