It actually was not nearly as cold on New Years Day in the midday-sun exposed parts of the Headlands as prior days had been in the Bay Area.
Joe is seen in the t-shirt just at the end of a long hard climb so the circumstances photographed were out of the norm for the day. Soon after that photo he put his layers back on.
