I would caution that "riv sizing" or seat slamming a big dummy can lead to 
extremely awkward bike mounting if the bike is loaded or has a passenger on the 
back.  I would recommend running them on the "true fit" size if you have a 
chance.  This all depends on your flexibility and comfort throwing your leg 
over the top tube. Swinging your leg over the seat, or rolling mount,  or cross 
style all are difficult to impossible depending on what is on the back.  Ymmv, 
etc.  but an xl seems like a really bad idea in use for someone under 6" tall.  
Mine is an first gen 18" (which I think is a M now) and I easily could have fit 
the 20" (L), but am glad I did not as the loaded bike mounting is a bit easier 
on the 18".  I am 6" with a short side inseam (32", saddle at 30" from bb) .
