I'm pretty sure it's a Mt-Campee. I have one just like yours, and it has plenty of clearance on a 700c Riv. It's a bit lighter than the ones Riv designed, but still fits full size panniers. A nice medium size rack, with Nitto's lovely fillet brazing and nickel plating.
