Yep..... Harold doesn't have much of a choice here ..... get another fork or have the steering tube replaced. He made the wrong choice ...... join the club.
How much is too short though? If it's a matter of mm's, it depends on his headset. Maybe a low stack height one would do, I think the Tange Passage is pretty low at 30-31mm or so. He'd need to check his installed headset, many are in the 37-39mm range.... so if that were the case it may be doable with the Passage. He needs to be more specific than "it doesn't fit".
