+ 1 for no padding. I find that if my shorts, inner, and shorts, street, outer, are cut full enough -- deep in crotch and high in waist, full in thigh -- and ditto for the underlying boxers, I don't even think about padding (for up to 30 miles, anyway). Of course, slightly too tight and high within or without makes a big negative difference. Original Flites on all bikes, properly set up; 2/4 bikes fixed.
I personally hate the feel of lycra shorts and thick pads and haven't used padding for years, but back when I did I would often wear them under street shorts; this would obviate the concerns you raise in your questions.
