No, *in re.* The effect as such (note the qualifier) is non-existent, strictly speaking, except insofar as it is caused, that is, under the influence (fluo/fluere) of the cause. The cause itself, of course, is unmodified by the production of the effect. The Taoist term for this universal reality is *wu wei* -- "non acting action".
