It's definitely not an aberration! No shortage of lunatics in this town, at least when it comes to their driving habits :-/
If you do provide some feedback to the course designer, or if you choose to return to the area on your own outside of a formal rando scenario, be sure to check out the rural roads in Northumberland County (hills) and Prince Edward County (flat, scenic) to the east of Toronto, or the Hamilton/Ancaster/Niagara Escarpment region (hills, mixed terrain) to the southwest. There are some really nice riding opportunities in those parts, among many others.
