If you put most of the weight on the rear, you might have the annoyance of the front wheel lifting on steep climbs.
On my Atlantis, I found that when I loaded up my handlebar bag with too much weight, I got shimmy on the downhills. But if you have a decaleur for your Berthoud bag that's probably a different story- I think the issue was weight on the handlebars rather than weight on the front end.
