because that isn't the quill, it's the threaded portion of the steerer?
I have a clamp on Mount from Tektro and just assumed it went below the stack. It keeps the top cup from riding up, I guess. I haven't had an issue with looseness.
We're talking apples and oranges here: the 1" is for threadless, the 7/8" for threaded.
