If can happen when you are not pedaling, how do you know it is your bottom 
bracket? If your are not pedaling, then the bottom bracket is not spinning, 
therefore no clunk. 

This is what I would do if this happened to me. 

Take the chain off and check the tightness of the cranks (see other thread 
about this). Does the crank spin smoothly? If so move to step 2.

Make sure the back wheel spins smoothly. Is there any play in the axle? Is 
the cassette lock ring tight? Make sure there is no play in any of these 
parts. 

If the bottom bracket is a sealed unit, it is less likely to be 
problematic. My best guess is cone and bearings in the rear wheel are 
mashed. 

One other thing I would check and that is the headset. Stand next to the 
bike, squeeze the front brake lever and rock your bike back and forth. 
There should be no play in this movement. If there is you will here a clunk 
as you ride and squeeze the front brake. Threaded headsets can be notorious 
for coming loose.

These are only guess on my part. Hopefully others will chime in with other 
ideas or you figure it out.
