That clamp-on cable stop was an unfortunete forced decision based on the 
owners desire for centre-pull brakes. If the built-in cable stops were 
used, the brake housing would essentially prevent the rider from turning 
more than a few degrees in either direction before the brake cable would 
but up against the housing at the cable stops. By using a clamp-on stop a 
few inches down the frame, they could buy a full range of motion for 
steering. Believe me, everyone was bummed about having to do that. The only 
way around it would be to use side-pulls.
