You might have a problem with the cassette. Recalling from the dustbin of my memory, that 400cx stuff might have had a weird shaped cassette body, maybe for an extra small lowest cog? I don't remember exactly. Take it apart and it should be self-evident. Sheldon might have the answer (he always does)
