Thanks everyone. Dennis, just one layer of tape, no padding. I was planning on adding wool felt under, but the bars rod so all sans tape on my test rides that I decided to go with as little as possible. I'm also experimenting with running the bar end cable around the curves. Now that I feels it I wonder if I'll like it when riding, especially on climbs. If not, there will be a re-tape in the near future.
One of the things I was trying to achieve was visual simplicity up front. With my brain injury its more than an aesthetic issue. Visual "clutter" takes brain energy to process, so the more visually simple something is, the less energy my brain spends on it. That's why I moved the handlebar bag so it's tucked behind the seat/in front of the large saddle sack. So I'm running two saddle sacks. I leave it a bit loose, and access it by turning it.
