There are some small builders out there that can build what you want for a reasonable price. Here is a link to my Matthews custom that is designed for 42-52 mm tires in the 650B size. Lugged steel with a quill stem. It's probably closest to a Hilsen in tubing so it can do all you ask for, touring, century's and trail riding.
