I measured the fellow as Grant described above, no plate on the bleriot w/ a bit of bar tape in place, worked as described. I think there are some non-verbal instructions on the plastic wrapper.
Used a dremel tool. My only bit of useful advice: if you too use a dremel tool or some other power tool, don't pick up the cut off bit, even though it comes off a cool shape and the cut side is shiny.
