Not for cyclists! Most of the State Parks will always admit cyclists. I know this is true of SP Taylor and Half Moon Bay. I'd recommend Half Moon Bay over Butano; both are nice, but Butano is more isolated. If you do go to Butano, do not skip Duarte's in Pescadero.
