In the 80's I "invented" and designed mountain bike brake levers in a similar shape to be used with flat bars and bar-ends. I sold the design to ONZA for quite a bit of money. I was very happy anticipating royalties and fame. Onza then immediately went bankrupt and disapeared. . . lol.... I still have one set that I would use if I had a bike with canti's and flat bars with bar ends. They work well. There were photos that appeared in Mountain Bike Action and a few companies designed their own version and marketed them, including Paul of Paul thumbies fame, but their design's were not ergonomic and rather heavy compared to mine. Then of course bar ends fell from fashion and the levers with them. I have thought of making another set to be used with interupters, but it would be total overkill because I wasn't willing to give up the drop bar levers. Your hands on the flats are already close to the hoods so why bother? I think that is why no one has made them...
