58mm is 58mm, no matter how you hang the fender up near the brake.  The
space between the chainstays on a Saluki isn't wide enough to stick a
58mm fender down in there.  The fender will overlap the width of the
stay, as can be seen here:

Now if you were going to use a 52mm VO fender, you'd have a 6mm narrower
fender and it probably would fit between the stays without cutting.  VO
says these fenders will fit tires up to 44mm, and they're certainly a
lot less expensive than 58mm Honjos (which are $120 and up with
hardware).  They're not as polished as Honjos, but you can work wonders
with some Simichrome and some time.

On the other hand, fender surgery isn't the end of the world.
