I've never used the combination so i can't attest but something that
might work is making some type of "standoff" between the bar and bag
to push it off the bars and make some room for the levers without
sacrificing support.  I'm thinking two blocks of wood, radiused at
both ends to fit the bar and the dowel on the inside of the bag.
Similar to the thing that Sheldon Brown used on his Raleigh Comp's
seatbag:

Also, Velo-Orange is in the prototyping phase of making a "rackaleur",
basically a metal support that slips over the bars and adds structure
to bags like this.  That might help.
