I bet that this is for p-clamps made with PVC. PVC needs a bit of lead in it (think wire insulation) to make it flexible. Both PVC and lead are nasty things and have some not so nice byproducts and health hazards in the manufacturing process (look up the Doe Run smelter on the 'net; it's just a bit south of my fair city of St. Louis). I'd wager that the silicone coated P clamps are still in ample supply. McMaster Carr will likely have stainless P clamps with a silicone cushion in whatever size you need.
