The fender spacer for the fork was an interesting little project.  I
had an OLD threadless stem from which I cut an approximately 1cm ring
from.  I then scalloped the shape using a half-round file to match the
arc of the fender. I then finished the shape by wrapping progressively
finer sand paper over the protected fender itself to match the final
shape.  It's cut a little shorter toward the front of the fender.  I
have successfully mounted this fender (and others before it) using a
Velox bar plug stuck up into the steer tube.  The fatter "collar" of
the bar end plug makes a nice "pad" if the fender is pulled up tight
against the crown.  In this case, the collar of the Velox plug fit
just inside the aluminum spacer keeping things nice and centered.  I
use a much longer bolt, as well as a second wedge from another screw-
type bar plug stuck up into the steer tube.  It's VERY tight, and the
wide base of the "spacer" makes for a VERY stable front fender.

I briefly considered using the expanding wedge from a bar-end shifter,
but did not have a bolt long enough or of the correct threading to
work.  Going this route, I'd be assured that it would be even more
secure.  As things are, the fit is tight enough and difficult enough
to remove that I am not worried about the fender coming loose or
dropping out of the hole.
