Sounds like your wheel is 1 mm from being centered/dished correctly. A
trick I learned on the iBOB list years ago that worked well for me:
find a flat surface, make two stacks that are the same height
(convenient is a pile of about 8 CD jewel cases); place two sides of
the rim on those stacks; and then slide a stack of coins under the
locknut face. You can then turn the rim over to do a good comparison.
Put the wheel back and attempt to fix it, and then repeat until you
have it right.
