John, it is possible that that rear derailleur will not work with  
your dropout.  The French Simplex style dropout/derailleur hanger is  
quite different from the modern derailleur hanger used by everybody  
but the French. Just to complicate things, though, the French  
sometimes used both types of dropouts and made derailleurs for both,  
so I can't say with 100% confidence which you would have.
