In theory, yes, but in practice, 700c will not fit inside the case. 559 will fit inflated in terms of diameter but the wide of the tire can cause problem. Another issue I think about is the pressure inside the cargo bay, I really don't want the tire to expand if the cargo bay pressure is lower than the cabin. When I pack them, I let all the air out and open the tube valve.
