Mine does not. It's a Toyo-made, from the first batch. The seatstay bridge only has a horizontal hole for mounting the brake. The chainstay bridge fender contact point is the lip of the quickstand plate (er, "kickstand", actually, but now that I typed it, I really like the phrase "quickstand"...) which has a hole, but it is not threaded. There is no special hole in the fork crown other than the brake mount hole. In my haste to rig up a set of SKS's last winter, I just removed the Silver brakes and used the stock hardware. This year, when it morphs out of C. Xavier Hisen mode, I'm probably going to get a set of Sheldon Nuts to simplify the mount process. On the chainstay plate, I just used a round head bolt and a nylon lock nut. Didn't budge. Remember, the Hilsen is set up for center mounted brakes, while the Hillborne is rigged for canti's.
