I know Dimension (QBP house-type brand, model is AS-19) makes a quill-type one with a removeable faceplace in black. They have 4 sizes or so. Giant used something similar to that in 99/00 or so on their road (and maybe even hybrid) series, I remember the shape on the front. They tended to get traded out (and there may have been a recall on certain runs). You might have luck rooting around Trips for Kids or other 2nd hand operations.
