I'm guessing that weight limit is extremely conservative.  

I had a Rambouillet, and during that time I was occasionally at 215-220,
and always carried a bag with anywhere from 3-6 lb.  The bike was fine.
Rigid as could be, handled great, no problems of any kind.

In fact, I replaced the Rambouillet with a Velo Orange Randonneur which
is built from smaller diameter tubing that is also of less thickness
than the Rambouillet tube set.  I've had me + 10 lb in a handlebar bag
and that bike's been great, too.

All that said, I would want to put a huge load on the back of a
Rambouillet.  The Atlantis is a more robust frame that is designed as a
loaded touring bike.  I'm sure it would perform better in that role.
Perhaps in part the reason for the limit is to differentiate the
Atlantis and Rambouillet product lines.
