I don't think you'll find any shops that carry custom bikes from builders, hence, the custom part.
But! One of my favorite ways to see Portland is to bring a bike or rent one, and just pedal around town. It's even a very walkable city. You see all kinds of interesting stuff either way. I'm no Portland bike shop library, but Clever Cycles in SE is interesting. It isn't far from the Vanilla Workshop. Veloce is a bit racy, also SE, but they tend to have a lot of nice old steel to look at. Have fun.
