I just put a set of Aztecs on the Saluki yesterday. (I was not satisfied with the Kool Stops. The Aztecs DO stop the bike faster) The package directions were to cut a strip of the package backing and use it behind the trailing end of the shoe. It worked well.

I loosen the shoe in the slot on the brake arm and set the verticle adjustment of the shoe (which on my Rambouillet is exactly at the bottom of the slot - those brazers are dead-on!). I then tape a dime to the rim so that a small portion of the dime will contact the rear of the pad. I then squeeze the brake lever and fasten it with a toe strap or have one of my kids squeeze and hold it for me. The brake shoe hits the rim and the dime and toe's in. The angle is fixed upon tightening because the ball and socket joint adjusts to where it needs to be.
