I am just wondering if there is an easier or better method than I use
to slightly toe-in the Koolstop threaded brake shoes with the ball and
socket design that Riv sells.

Here is my method.  I loosen the shoe in the slot on the brake arm and
set the verticle adjustment of the shoe (which on my Rambouillet is
exactly at the bottom of the slot - those brazers are dead-on!).  I
then tape a dime to the rim so that a small portion of the dime will
contact the rear of the pad.  I then squeeze the brake lever and
fasten it with a toe strap or have one of my kids squeeze and hold it
for me.  The brake shoe hits the rim and the dime and toe's in.  The
angle is fixed upon tightening because the ball and socket joint
adjusts to where it needs to be.
