So #1311, #6056, #4194, #3158 are just a few tickets I found in a quick search 
that discuss details of the way deleted users are handled.

Sometimes we hide them altogether like they never existed, sometimes we show 
something like "deleted user", sometimes we show their name (which itself may 
be changed to "user_NNNN" depending on how the deletion happened) and then 
there's whether suspended users should be treated the same.

What we need to decide is (a) what we want to do and then (b) whether LWG says 
that is actually OK given GDPR etc constraints. Then we can start work on 
trying to make things consistent.

A complication is that historically users were deleted for different reasons 
and where a user was deleted for spamming we really want to hide them and their 
diary entries, comments etc (as we generally do now) but maybe we don't want to 
do that for a self-deleted account.
