According to [the
documentation](https://translatewiki.net/wiki/Osm:Time.formats.blog/qqq) for
this message, it’s an optional message, so it doesn’t count against the
localization’s progress. Optional messages are typically things like brand
names, URLs, and technical format strings – anything that most localizations
would copy verbatim from English. If the time format in Croatian should differ
from the (British) English default, then it should be translated into Croatian
despite the optional flag.
