The main trickiness here is what to zoom level(s) to show when a non-integer
zoom is being used on the main map, given that we want to only show raster
layers on integer zooms (#6618).
My first instinct would be to show all the previews at the same integer zoom,
rather than having some previews showing different extents if the client-side
layers were shown as `fractional zoom + 2.0`.
