mmd-osm left a comment (openstreetmap/openstreetmap-website#6636)
As we still have unlimited changeset comment length (#4694 was not merged),
this is just asking for spammers to tag thousands of users in a single comment.
I think we should enforce upper bounds on the number of users that can be
tagged in a single (changeset) comment, like on Discourse. Rate limiting
changeset discussions also comes to mind to reduce abuse potential of this new
feature.
