For now, we have that CI at
https://github.com/openstreetmap/openstreetmap-website/pull/6424 is passing,
when it was consistently failing before. I tried twice, both times passed. I'll
try a bit more.
Capybara/Selenium does get capricious at times so it's not uncommon that
changing the formula, even for a seemingly equivalent one, may work better.
Having said that, we can try other things. For example: it might be worth
trying to debug the JS during the test. Perhaps there's an error/warning in the
browser console that can help? It would involve running Geckodriver "headful"
while debugging.
