### Problem
Split from https://github.com/openstreetmap/openstreetmap-website/issues/6512
Common sources of vandalism and spam include recently-created accounts.
### Description
Block recent users (defined as per
https://github.com/openstreetmap/openstreetmap-website/issues/6567) from
editing the map within Block Zones.
### Detail
- Requires https://github.com/openstreetmap/openstreetmap-website/issues/6567
- When a recent user edits the map within a Block Zone, the change is denied
and the user is shown a descriptive error message.
- No limit on changeset comments for now, as this appears to be less of an
issue.
### Open questions
- [ ] Discussion with maintainers and
[DWG](https://osmfoundation.org/wiki/Data_Working_Group) to see the
implications. This can have far-reaching consequences, potentially affecting
legitimate users and support teams, as well as stopping new mappers from
joining OSM.
