I don't think it's headless mode alone, as that's what I run locally and it
works for me.
Now, if I understand this correctly, headless or not it runs the browser
installed in the machine. So I guess those CI machines don't have GL support or
it's not configured.
Having said that: there's people still reporting this issue at
https://bugzilla.mozilla.org/show_bug.cgi?id=1375585... so I don't understand
why it works in my machine.
