### Description As discussed in the following thread, this PR is the first PR to migrate leaflet -> maplibre - https://github.com/openstreetmap/openstreetmap-website/issues/6234
Longer term, this migration has more than the immediate benefits as discussed in the issue. ### How has this been tested?
