### How to reproduce the issue?
There seems to be some issue with single object uploads where users manage to
create changesets with 10'001 changes. This is impacting a single user with a
total of about 10 changesets, so fairly low priority.
User has confirmed to "fill out" changesets in JOSM single object mode.
