Opening issues that duplicate PRs just creates more work for maintainers who
have to close them, or more likely will forget leaving a stale issue lying
open. That's especially true when the issue is opened after the PR so that PR
won't have a reference that might auto-close the issue but in general we have
always discouraged duplication - opening an issue is fine if you don't have a
PR ready but if you do have one ready (or there's already one opened) then it's
really not needed.
