### How to reproduce the issue?
1. Open the [Terms page](https://www.openstreetmap.org/account/terms) (in my
case, had previously accepted the CT, but not the Terms of Use).
2. Select one of the options for "Country of residence", e.g. "Rest of the
world".
I've reproduced this on Firefox and Chromium.
### Screenshot(s) or anything else?
In addition to the text of the Contributor Terms (which was already there upon
opening the page), the scrollable area now contains duplicates of other website
elements such as the header and the continue/cancel buttons:
